Sabah’s Solar Development Gains Momentum Under ECoS

KOTA KINABALU, January 30- The Energy Commission of Sabah (ECoS) continues to play a key role in strengthening Sabah’s energy security and advancing the State’s clean energy transition through the regulated development of renewable energy projects, particularly large-scale solar initiatives.


Under ECoS’ regulatory oversight, a number of large-scale solar (LSS) projects are currently being implemented to support the diversification of Sabah’s energy mix, enhance grid resilience, and reduce long-term reliance on conventional energy sources. These projects are developed in accordance with approved licensing conditions, technical standards, and grid requirements to ensure safety, reliability, and operational efficiency. Among these initiatives, the Teck Guan Solar Project stands out as one of the fastest-progressing large-scale solar projects in Sabah, reflecting strong project execution and effective coordination between the developer, ECoS, and relevant stakeholders.

The project was the first to sign the Solar Power Purchase Agreement (SPPA) and to commence physical construction, progressing in line with its approved implementation schedule and is expected to be completed in the fourth quarter of 2026, which will contribute significantly to Sabah’s renewable energy capacity upon completion. “The development of renewable energy infrastructure such as large-scale solar projects is expected to generate positive economic growth, creating local employment opportunities, enhancement of technical expertise, and support for sustainable industrial growth in Sabah,” said ECoS CEO, Datuk Ir. Abdul Nasser Abdul Wahid in his speech read by Emelinah Akin Binti Ampon, ECoS Director of Generation Capacity Development Department. He added that these efforts contribute towards ensuring a stable, reliable, and affordable electricity supply for consumers.


“As Sabah advances its energy transition agenda, ECoS remains committed to being a trusted and effective regulator, supporting responsible power sector development while safeguarding public interest and promoting sustainable growth for the State,” he continued. ECoS will continue working closely with project developers, Sabah Electricity (SE), and other stakeholders to ensure that project implementation remains compliant, transparent, and aligned with the Sabah Energy Road Map 2040 (SE-RAMP 2040).
