SABAH REGISTERED PV INVESTOR (SaRPVI)

What is the purpose of SaRPVI registration?

It regulates the solar investment market in Sabah by verifying the financial and technical standing of companies offering leasing or PPA services.

Who is eligible to apply for SaRPVI?

Registration is open to Registered Malaysian-owned companies. Foreign companies are not eligible for registration.

How do I apply for SaRPVI?

Applications must be submitted online through the EEISy portal at https://eeisy.ecos.services/login.

What are the financial requirements for registration?
  • Sabahan-owned: Minimum paid-up capital of RM200,000 (increasing to RM1,000,000 within 5 years) and a RM200,000 bank balance for 3 consecutive months.

     

  • Malaysian-owned (Non-Sabahan): Minimum paid-up capital of RM1,000,000 and a RM1,000,000 bank balance for 3 consecutive months.

     

  • Both: Must show a current ratio of at least 1.0 and a debt-to-equity ratio not exceeding 2.0.
What are the local employment requirements for non-Sabahan companies?

Malaysian-owned (Non-Sabahan) companies must ensure at least 80% of their employees are local Sabahan throughout the registration validity period.

Are there project restrictions for non-Sabahan companies?

Yes. Non-Sabahan companies are restricted to non-residential solar PV projects exceeding 72kWac.

How long is the SaRPVI certificate valid?

The certificate is valid for one (1) year from the date of issuance.

When should I apply for renewal?

Renewal applications must be submitted via EEISy at least two (2) months prior to the expiry of your current registration.

What documentation is required regarding my office premises?

Applicants must provide proof of a valid operational office in Sabah, including a tenancy agreement or proof of ownership, a local authority signage license, and photos of the office (signage, exterior, and interior).

Does registration mean ECoS endorses these companies?

ECoS conducts a thorough evaluation of every applicant to ensure they meet the mandatory financial, technical, and credibility standards required to participate in Sabah's PV investment market. 

While this process is designed to safeguard the industry by registering only capable participants, inclusion in the SaRPVI Directory does not constitute an official endorsement or recommendation by the Commission.
