KOTA KINABALU, 29 January 2026 — The Energy Commission of Sabah (ECoS) today marked a significant milestone in Sabah’s energy transition with the opening of the first Sabah Energy Efficiency Action Plan (SEEAP) Workshop.
SEEAP aims to develop a State Policy Framework on Energy Efficiency and Conservation, supported by a practical and actionable implementation plan tailored to Sabah’s unique energy landscape. Stakeholders from State and Federal government agencies and relevant industry stakeholders actively participated in the workshop by sharing insights, feedback, and sector-specific perspectives to ensure the action plan reflects on-the-ground realities and opportunities across all sectors to collectively shape Sabah’s first comprehensive, state-level Energy Efficiency (EE) Action Plan. In her opening address, Ir. Magdalene Chu, ECoS Deputy CEO (Planning and Economic Regulations) emphasised that SEEAP is a critical component of the Sabah Energy Roadmap and Master Plan 2040 (SE-RAMP 2040), which outlines Sabah’s long-term strategy for a secure, reliable, affordable,
and sustainable energy future.
“Energy efficiency is not merely about saving electricity. It is about strengthening Sabah’s competitiveness, enabling innovation, and positioning our industries to meet evolving sustainability requirements and market expectations,” she said. “By embedding energy efficiency into our industries, we create better products, stronger markets, and new income streams,” she added, stressing that SEEAP is not about regulatory compliance alone, but about long-term transformation to reduce consumption while enhancing productivity and economic value.
ECoS also reaffirmed its commitment to expanding consumer-focused energy programmes and reducing carbon emissions. Among these initiatives is the enhancement of SABAH SELCO, the solar photovoltaic self-consumption programme, including future options for battery integration and off-grid guidelines to better support consumer needs. Established under the Energy Commission of Sabah Enactment 2023, ECoS serves as the statutory regulator for Sabah’s energy sector, overseeing electricity supply, gas supply, renewable energy, and Ocean Thermal Energy Conversion (OTEC).
