ECoS and ST Sign MoU to Strengthen Energy Cooperation

PUTRAJAYA, 26 August 2024 – The Energy Commission of Sabah (ECoS) and Suruhanjaya Tenaga Malaysia (ST) today signed a Memorandum of Understanding (MoU) to enhance collaboration and cooperation in the energy sector. 

Witnessed by Dato Sri Haji Fadillah Haji Yusof, Deputy Prime Minister and Minister of Energy Transition and Water Transformation, the MoU aims to establish a framework for mutual recognition of competency certificates and equipment safety and energy efficiency rating labels issued by both ECoS and ST. 

The MoU outlines several key areas of cooperation, including competency matters pertaining to ST Competency Certificates. 

Since ECoS assumed the regulatory power of gas and electricity supply activities from ST on 10 January 2023 and 3 January 2024 respectively, all holders of existing Competency Certificates issued by ST will be given a time period until 2 January 2025 to obtain necessary qualifications and due process for an equivalent certification from ECoS. 

Existing ST Competency Certificate holders must attend and pass the Course on Gas Supply Enactment 2023 and Gas Supply Regulations 2023 (for the case of ST Gas Competency Certificate holders) and Course on Electricity Supply Enactment 2024 and Electricity Supply Regulations 2024 (for the case of ST Electrical Competency Certificate holders) to receive their ECoS Competency Certification. 

The MoU also states a mutual recognition of Safety Labels and Energy Efficiency Rating Labels to set a common standard for gas and electrical equipment to ensure quality and safety among users. 

“This strategic partnership aims to streamline processes, promote efficiency, and ensure a harmonised approach to energy regulation across Sabah, Peninsular Malaysia, and the Federal Territory of Labuan. By working together, ECoS and ST hope to foster a more competitive and sustainable energy landscape for the benefit of all stakeholders,” said Datuk Abdul Nasser Abdul Wahid, ECoS Chief Executive Officer.
