SOLAR RAKYAT SABAH: Frequently Asked Questions

Solar Rakyat Sabah is a Net Energy Metering (NEM) programme that allows domestic consumers to install solar photovoltaic (PV) systems at their homes primarily for self consumption. Any excess electricity generated can be exported to the grid and credited against electricity bills.

Solar Rakyat Sabah ialah program Net Energy Metering (NEM) yang membolehkan pengguna domestik memasang sistem solar fotovolta (PV) di kediaman mereka terutamanya untuk kegunaan sendiri. Sebarang lebihan tenaga elektrik yang dijana boleh dieksport ke grid dan dikreditkan ke dalam bil elektrik.

The programme is open to Domestic Category consumers of Distribution Licensees (such as Sabah Electricity) who occupy private residential premises and meet the eligibility requirements established by ECoS.

Eligible applicants include:

• New consumers; and
• Existing consumers who have not participated in previous solar programmes (i.e.: Feed-in Tariff, SELCO-PV SABAH, and NEM 1.0)

Consumers currently participating in other solar programmes must terminate their existing participation before applying.

Program ini terbuka kepada pengguna Kategori Domestik Pemegang Lesen Pengagihan (seperti Sabah Electricity) yang menduduki premis kediaman persendirian dan memenuhi syarat kelayakan yang ditetapkan oleh ECoS.

Pemohon yang layak termasuk:

• Pengguna baharu; dan
• Pengguna sedia ada yang belum pernah menyertai program solar sebelum ini (iaitu Feed-in Tariff, SELCO-PV SABAH dan NEM 1.0).

Pengguna yang sedang menyertai program solar lain hendaklah menamatkan penyertaan sedia ada terlebih dahulu sebelum membuat permohonan.

Participants can:

• Reduce electricity bills;
• Generate clean and renewable energy;
• Increase energy independence;
• Receive credits for excess energy exported to the grid; and
• Contribute to Sabah's renewable energy development.

Peserta boleh:

• Mengurangkan bil elektrik;
• Menjana tenaga bersih dan boleh baharu;
• Meningkatkan kebebasan tenaga;
• Menerima kredit bagi lebihan tenaga yang dieksport ke grid; dan
• Menyumbang kepada pembangunan tenaga boleh baharu di Sabah.

The maximum system capacity depends on the type of electricity supply:

• Single Phase: Up to 5 kWac
• Three Phase: Up to 10 kWac

Kapasiti maksimum sistem bergantung kepada jenis bekalan elektrik:

• Fasa Tunggal: Sehingga 5 kWac
• Tiga Fasa: Sehingga 10 kWac

Solar PV panels may only be installed on rooftops or porches within the same residential premises.

Ground mounted installations are not permitted.

Panel solar PV hanya boleh dipasang di atas bumbung atau anjung dalam premis kediaman yang sama.

Pemasangan di atas tanah adalah tidak dibenarkan.

Applications must be submitted through the ECoS Energy Information System (EEISy).

Consumers are required to appoint an ECoS registered Electrical Contractor Class PV (Grid Connected) [ECCPV-GC] to manage and submit the application on their behalf.

Permohonan hendaklah dikemukakan melalui ECoS Energy Information System (EEISy).

Pengguna dikehendaki melantik Kontraktor Elektrik Kelas PV (Sambungan Grid) berdaftar dengan ECoS [ECCPV-GC] untuk mengurus dan mengemukakan permohonan bagi pihak mereka.

The contractor acts as a one stop centre and is responsible for:

• System design;
• Liaising with Sabah Electricity (SE) on behalf of the consumer;
• Application submission;
• Installation works;
• Testing and commissioning; and
• Compliance with technical requirements.

Kontraktor bertindak sebagai pusat sehenti dan bertanggungjawab untuk:

• Reka bentuk sistem;
• Berurusan dengan Sabah Electricity (SE) bagi pihak pengguna;
• Mengemukakan permohonan;
• Melaksanakan kerja pemasangan;
• Menjalankan pengujian dan pentauliahan; dan
• Memastikan pematuhan kepada keperluan teknikal.

No application fee is charged by ECoS.

However, consumers are responsible for all costs associated with equipment, installation, metering and related works.

Tiada fi permohonan dikenakan oleh ECoS.

Walau bagaimanapun, pengguna bertanggungjawab menanggung semua kos berkaitan peralatan, pemasangan, pemeteran dan kerja-kerja berkaitan.

Applicants will be notified of the outcome within fourteen (14) working days after ECoS receives a complete application, subject to complete submission of documentation.

Successful applicants will receive a Solar Rakyat Approval to Install (SRATI) from ECoS.

Pemohon akan dimaklumkan mengenai keputusan permohonan dalam tempoh empat belas (14) hari bekerja selepas ECoS menerima permohonan yang lengkap, tertakluk kepada penyerahan semua dokumen yang diperlukan.

Pemohon yang berjaya akan menerima Solar Rakyat Approval to Install (SRATI) daripada ECoS.

SRATI stands for Solar Rakyat Approval to Install.

It is issued by ECoS once an application has been approved and allows installation works to commence.

SRATI ialah singkatan bagi Solar Rakyat Approval to Install.

Kelulusan ini dikeluarkan oleh ECoS selepas permohonan diluluskan dan membolehkan kerja-kerja pemasangan dimulakan.

Installation must commence within three (3) months from the date of approval.

Failure to do so may result in the application being withdrawn or cancelled.

Pemasangan hendaklah dimulakan dalam tempoh tiga (3) bulan dari tarikh kelulusan.

Kegagalan berbuat demikian boleh menyebabkan permohonan ditarik balik atau dibatalkan.

Yes.

However, the battery system must be configured strictly for self consumption. Energy stored in the battery is not allowed to be exported to the grid.

Walau bagaimanapun, sistem bateri hendaklah dikonfigurasikan sepenuhnya untuk kegunaan sendiri. Tenaga yang disimpan di dalam bateri tidak dibenarkan dieksport ke grid.

A new SMART meter (bi-directional) to measure electricity imported from and exported to the grid will be supplied by SE and installed by your contractor.

The Solar Rakyat Meter shall be supplied by SE with the following charges.

A separate PV meter is also required to be installed to measure the total energy generated by the solar PV system.

All installation costs will be borne by the consumer.

You will be signing a 12-year contract with Sabah Electricity (SE).

Anda akan menandatangani kontrak selama dua belas (12) tahun dengan SE.

Operation is only permitted after ECoS issues a Solar Rakyat Approval to Operate (SRATO).

This approval is issued after successful Testing and Commissioning (T&C) and submission of all required documentation.

Bills are calculated based on net energy consumption:

Net Charge Amount (RM)

= (Imported Energy × Prevailing Rate) − (Exported Energy × Prevailing Rate)

Exported energy credits are based on the prevailing gazetted domestic energy rate.

Bil dikira berdasarkan penggunaan tenaga bersih:

= (Tenaga Diimport × Kadar Semasa) − (Tenaga Dieksport × Kadar Semasa)

Unused credits may be carried forward for up to twelve (12) months within the settlement period.

Any unused credits remaining at the end of the settlement period will expire and cannot be redeemed.

Kredit yang tidak digunakan boleh dibawa ke hadapan sehingga dua belas (12) bulan dalam tempoh penyelesaian.

Sebarang baki kredit yang masih tidak digunakan selepas tamat tempoh penyelesaian akan luput dan tidak boleh ditebus.

Energy credits may only be used to offset electricity bills and cannot be converted into cash.

The new owner may apply to continue participation in the programme for the remaining contract period.

A new agreement must be executed with the Distribution Licensee.

You may continue the participation in the programme at your new location.

All relocation costs shall be borne by the consumer.

Energy credits are non transferable and may only be used for the registered account.

Participants must provide three (3) working days' written notice to the Distribution Licensee after SE receipt of the termination notice.

The participant can either opt to:-

• Register for the SELCO-PV programme; or
• Decommission by disconnecting the Solar-PV System

Should the participant choose to decommission the system, all costs will be borne by the consumer.

Peserta hendaklah memberikan notis bertulis tiga (3) hari bekerja kepada Pemegang Lesen Pengagihan selepas SE menerima notis penamatan tersebut.

Peserta boleh memilih untuk:

• Mendaftar di bawah program SELCO-PV; atau
• Menyahaktifkan sistem dengan memutuskan sambungan Sistem Solar PV.

Sekiranya peserta memilih untuk menyahaktifkan sistem, semua kos hendaklah ditanggung oleh pengguna.

Consumers may choose either Direct Purchase or opt for zero upfront payment scheme provided

by the Sabah Registered PV Investors (SaRPVI).

A total quota of 20 MW is available under Solar Rakyat Sabah and is based on first-come, first-served

basis until 30 June 2028, or when the quota is fully subscribed, whichever occurs first.

Under these Guidelines, the Solar Rakyat Sabah consumer shall retain the first right of refusal overany environmental attributes or green credits arising from the generation and export of solar PV energy under this programme.
